Starting November 17, 2025, the behavior of automatically created customer conversion goals in Google Ads will change. Currently, when a new conversion action is created via the Google Ads API, it automatically generates customer conversion goals that are set as account-default, making them biddable in campaigns. This can lead to targeting unnecessary goals, which may negatively impact campaign performance.
The upcoming change will ensure that a new goal is only set as account-default if all existing goals in the same category are also account-default. For instance, if there is a non-account-default goal for the category PURCHASE and conversion origin WEBSITE, any new conversion actions in that category will also not be set as account-default. This aims to improve user intent inference and maintain a more effective account-default set.
Post-change, newly created account goals will not be automatically designated as account-default. To manually set an account goal as account-default, the CustomerConversionGoal.biddable field should be set to true. This update is expected to enhance goal management efficiency within Google Ads. Users are encouraged to review their applications and workflows accordingly.
