All advertisers, including those running global campaigns, must verify the identities of the beneficiaries and payers of their ads and disclose this information alongside the ads. Compliance will be enforced starting May 27, 2025, with eligibility for setting beneficiaries and payers varying by advertiser.
Advertisers will receive in-product notifications indicating when they can set this information, and they are encouraged to start the verification process immediately through Authorizations and verifications. Once notified, advertisers will have at least three weeks to comply, but early action is advised to avoid potential rejection or pausing of ads.
Required Actions
Verification: Advertisers must verify the individuals or organizations benefiting from and paying for their ads using supported ad tools. Starting this process now is recommended.
Designation: After successful verification, advertisers will be notified by May 19, 2025, about their eligibility to designate beneficiaries and payers. This can be done by:
- Setting a default beneficiary and payer in Ads Manager.
- Including specific parameters in new ad sets created after May 27, 2025, such as
Regional_regulated_categories
andRegional_regulation_identities
.
Active ads published before May 27, 2025, do not require edits for compliance, provided the account is verified. It is advisable for advertisers to complete the verification themselves, as it may involve submitting business documents or receiving a one-time passcode. Clients should also have partial access to accounts running ads on their behalf for verification purposes.
